According to the current estimation of the wind turbine capacity by the developers, there will be more
than 600 offshore wind turbines in our sea area in 2025. After the starting of commercial operation of the
offshore wind farm, the localization of operation and maintenance (O&M) services will be a must to ensure
the stability of wind farm power generation, as well as optimizing the efficiency and cost-saving. Therefore,
in order to maintain the sustainability of offshore wind farm, cooperation of industries to establish local
technology and services will be necessary.
The procurement demand of offshore wind farm operation in different stages are diversified. This supply
chain platform is established as to promote the localization of offshore wind farm industry in Taiwan. This
platform is expected to accelerate the integration of Taiwan’s offshore wind farm supply chain, and
provide a foundation for long-term cooperation between developers and domestic companies.
This platform is mainly to link up the wind farm developers, large-scale contractors and domestic
companies. The purpose of this platform is to integrate the supply and demand in offshore wind farm
development. Nevertheless, it also tends to build up a cooperation mechanism between Taiwan’s small to
medium-sized enterprises and developers. Through the operation of this platform, procurement demand
of offshore wind farm in different stages will be fulfilled. As all of the resources will be efficiently
integrated, the competitiveness and publicity of Taiwanese enterprises will also be enhanced. The
information of offshore wind farm supply chain will be integrated in this platform in order to provide
consultation and services. After the starting of commercial operation of the offshore wind farm by 2025,
the relevant products and O&M services will be provided in order to satisfy the daily needs of employees.
Moreover, in order to fulfill the offshore wind farm procurement demand in different stages, cooperation
mechanism between domestic small to medium-sized enterprises and developers will be established. The
localization of wind power industry will be achieved and the high-paying job opportunities will be
increased. Technical capabilities and performance of Taiwan will then be enhanced as well.
